Phoenixes soar high in the sky (poem 5, line 10)

Craftsmen don't follow the rules, riders select bad horses, and common birds cling to the ground: only the phoenix soars high. With neglectful rulers, all the skilled and virtuous suffer. But I suffer more because I was once treated kindly.
